EAC certification: what it is and when it is required

EAC certification must be obtained by all manufacturers wishing to sell their industrial or consumer products on the Eurasian market, i.e. in the following countries: Russian Federation, Belarus, Kazakhstan, Armenia, Kyrgyzstan. In addition, this certification must also be used when you decide to export your products to one of the following CIS countries: Azerbaijan, Moldova, Tajikistan, Uzbekistan, Ukraine, Turkmenistan. For EAC certification to apply, all products must meet the technical and conformity requirements that make them suitable for sale.

What are the types of EAC certification?

There are mainly two types of certification, and manufacturers can decide whether to apply for one or the other according to their needs. Let us now see what the main differences are between these two types of EAC certification.

EAC / TR CU certification for individual orders

It can be defined as a “one-off” type of certification; it is valid from the moment the goods are shipped to the moment they are received by the destination country. This means that if the manufacturer has to make a second delivery, he will need another certification. It is useful for all customs procedures. Without this certification, customs may seize the goods and prevent the manufacturer from exporting them to one of the countries listed above.

EAC / TR CU certification for serial production

Unlike the previous certification, this one has a duration of 1 to 5 years. This certificate is ideal for mass producers, those who export products repeatedly over time. In this case, it is not necessary to apply for certification for each delivery. It is valid for the entire period until the certificate expires. In order to obtain this type of certification, the law requires audits to be carried out on the production process of the products to be sold.

Who can apply for EAC certification and what is the procedure?

EAC certification can only be applied for by legal persons recognized on the territory of the Customs Union. A natural person who ships products to another country seeking to sell them cannot obtain this certification.

Generally, it takes about 3 weeks to obtain an EAC certificate after all the necessary documentation has been submitted.

In addition to filling in the application, it requires a number of documents that are useful to the various customs in the countries mentioned above.

The following documents are generally required in addition to the documentation for obtaining EAC certification:

  • Audit carried out by the manufacturer;
  • Samples of the products that are shipped from the manufacturer will subsequently be analysed in Russian laboratories;
  • A draft of the EAC certificate;
  • Registration of products in customs registers within the Union.

In addition to this documentation, it is also necessary to obtain and show the EAC EX certificate, which is the corresponding ATEX certificate in Europe.

What information must be included in the EAC certificate of conformity?

Within the EAC certificate of conformity, a number of pieces of information must be included:

  • Name of the manufacturer;
  • Name of applicant;
  • Name of the certification body;
  • Product name with customs code;
  • Protocol number issued by the analytical laboratory;
  • Duration of the certificate.

All technical regulations indicate all the documents needed to obtain certification. So you simply have to go and assess all the required information. It is essential that the documentation is drawn up in the same language as the target country. So it must be in Russian or another language depending on the chosen country, which is part of the member states.

The manufacturer must provide any documentation proving that the machines and plants or products comply with the regulations of the member states. In addition, the machinery must also comply with EC regulations and if there is an ISO 9001 it must be shown.

Other considerations

This documentation indicated in the previous paragraphs must necessarily be registered in the public register of attestations of conformity. This register can also be checked online. These registers are managed by the Federal Service, which is responsible for the accreditation of these bodies.

Once the documentation has been accepted and the products certified, each of these must be marked with the EAC mark, which confirms that certification has taken place.

The costs of EAC certification are not always the same, as a number of requirements should be taken into account, and based on these, the price of certification is set. The factors that are generally taken into account are the following:

  • Product features;
  • Potential hazard associated with the product;
  • Technical regulations;
  • The forms of conformity assessment;
  • Types of delivery;
  • Outline of the certificate;
  • Other approvals.

Depending on these factors, the costs of receiving certifications and regularly exporting one’s products abroad may vary.

What about foreign producers?

For foreign manufacturers who want to export their products to Russia and the other countries mentioned above, different rules apply. Their EAC certification must also be supported by a company based in the Eurasian Economic Union. So if a company is not present in the countries within the Eurasian Union, it will not be able to obtain certification without the support of a company within the country from which the certification has been requested.

The applicant may be a company of any kind within the country, such as an importer, a representative, a distributor, and so on. The EAC certificate will contain the name of the representative and he can use this document whenever necessary. Once this certificate has been obtained, the applicant may apply the EAC mark to all of his products in accordance with the regulations. In addition, special attention must be paid to the differences between the EAC TR CU certificate and the one valid for a period of time. 

After obtaining EAC certification, it will be possible for the manufacturer to export all its products abroad to one of the countries in the Eurasian market. In this way, he can expand his business and achieve very interesting results. Without this mark, it will be impossible to export any kind of product.
