Technical Regulation TR CU 010/2011 on the safety of machinery and equipment

The technical regulation TR CU 010/2011 on the safety of machinery and equipment aims to establish an unambiguous system regarding the characteristics of machinery. The requirements cover the entire life cycle of machines and products, from construction to installation, transport, maintenance and storage.

Compliance with TR CU 010/2011 is required to export and manufacture machinery and equipment in the Customs Union territory, including the Russian and Eurasian markets.

General regulatory framework

With the harmonization of national regulations on the safety of machinery and equipment, the previous regulations have been repealed and replaced. The technical regulation TR CU 010/2011 on the safety of machinery and equipment provides a specific definition of these two items.

These are contiguous parts or components assembled for a specific application in an overall unit and at least one of which is driven by an energy source through series drives or control chains.

The life cycle of machinery and equipment includes the following phases: construction, production, installation, storage, transport, commissioning and disposal, with a special focus on the environmental aspect.

Assessment of compliance

In order to gain access to the above markets, it is necessary to demonstrate compliance with the Regulation. This is verified by the issuance of an EAC Certificate or an EAC Declaration.

The EAC Certificate gives official status to the machinery or equipment, testifying that each stage complied with the regulation and that it is therefore possible to access the Russian market. The TR CU 010/2011 regulation abolished the GOST-R and GOST- TR, i.e. the certificates valid for that country.

This certification must be issued by an accredited body, while for the Declaration, the machinery or equipment must be tested in an accredited laboratory.

Document need to obtain the Certification or Declaration

Specific documentation in the language in which the product is to be sold must be provided to accompany the EAC Certificate or EAC Declaration. These documents are:

  • Product name;
  • User’s manual;
  • Product description;
  • Data sheet and technical drawings;
  • Results of laboratory tests;
  • Technical passport;
  • Copy of the quality management certification
